Creates the Responsible Gun Manufacturing Act. Provides that it is unlawful for a person to manufacture a convertible pistol. Provides that it is unlawful for a certified licensee, as defined in the Firearm Dealer License Certification Act, to sell, offer to sell, exchange, give, transfer, or deliver any convertible pistol.
