Make Enf. Liable & Transparent (MELT) Act
This bill would repeal a previous law that increased cooperation between local jails and federal immigration enforcement. It would require federal immigration agents to obtain a judicial warrant based on probable cause before making arrests or conducting searches in North Carolina, and would prohibit state and local law enforcement from detaining individuals solely on federal immigration detainers. The bill also appropriates $4 million to community-based organizations for immigrant legal services and requires federal law enforcement officers operating in North Carolina to wear body cameras and be civilly liable for violations of the statute. Additionally, it prohibits law enforcement officers from wearing facial coverings except in specific circumstances, requires them to clearly identify their agency and themselves, and makes impersonating a federal immigration agent a felony. Finally, it prohibits state employees and subdivisions from entering into agreements to perform immigration officer functions.
