authorizes funds in the New York state cannabis revenue fund to be used for reasonable costs of implementing track and tracing of product programs (Part MM); directs the division of veterans' services to establish a searchable database of veteran-owned businesses; requires the use of a special mark to indicate service-disabled veteran-owned businesses (Part NN); includes prior service with certain agencies in creditable service for the purposes of the New York city police pension fund (Part OO);
